EXECUTIVE SUMMARY

  i.     This Monthly Environmental Monitoring and Audit (EM&A) Report is prepared for Contract No. SPW 07/2020 ¡§Environmental Team for Construction of Yuen Long Effluent Polishing Plant Stage 1¡¨. Drainage Services Department (DSD) has appointed Fugro Technical Services Limited (FTS) to undertake the Environmental Team services for the project and implement the EM&A works.

ii.     This is the 2nd Monthly EM&A Report for the Contract which summaries findings of the EM&A programme during the reporting period from 1 May 2021 to 31 May 2021. As informed by the Contractor, major activities in the reporting month were:

¡P          Driven piling works at IW;

¡P          Demolition of PST no. 7 & 8 tanks;

¡P          Construction of temporary storage area, admin. building & workshop;

¡P          Excavation of trench for Zone 1 diversion;

¡P          Erection of bird curtain;

¡P          Pre-drilling work by 3 drill rigs;

¡P          Installation of instrumentation; and

¡P          Overhauling works.

 

Breaches of Action and Limit Levels

iii.     No Action and Limit Level exceedance was recorded for air quality monitoring and construction noise monitoring in the reporting month.

iv.     Three Action Level exceedance were recorded for water quality in the reporting month. The exceedance were recorded at M1 on 22 May 2021 and recorded at M3 on 27 and 29 May 2021. Six Limit Level exceedance were recorded for water quality in the reporting month. The exceedance were recorded at M1 and M3 on 25 and 27 May 2021. It was found that these exceedances were not project-related.

v.     No Action / Limit exceedance was recorded for noise levels at stations (NMS1 and NMS2) in close proximity to the active ardeid night roost.

vi.     Two exceedances in Action Level were recorded for the ecological monitoring of birds on 17 May 2021, in which significant declines were found in species diversity of all avifauna species in the community; and species diversity of species of conservation importance only. However, the exceedances were not project-related.

¡P          Pre-drilling works at PST;

¡P          Environmental drill holes inside main store and workshop;

¡P          Trench excavation for UU diversion; and

¡P          Breaking of existing road pavement at PST.
